In 1993, prior to the lifting of the US Embargo in Vietnam, Fred opened a representative office for the Firm in Ho Chi Minh City. Since that time, Baker & McKenzie (Vietnam) Ltd. has become the premier international law firm in Vietnam. The U.S. Agency for International Development (USAID)-funded STAR Project (2001–2006)—the first major USAID technical assistance project in economic growth implemented in Vietnam since 1975—supported the Government of Vietnam in implementing the U.S.-Vietnam Bilateral Trade Agreement (BTA) and began reforms needed for accession to the World Trade Organization (WTO), which the country achieved in 2007. Fred was the lead counsel on this endeavor. Fred also was a founding member of the American Chamber of Commerce (AmCham) in Vietnam.
